Akbar Ali Khan was born in Nabinagar, Brahmanbaria. He spent his entire school life in Dhanmondi Govt: Boys High School. He was admitted to Dhaka College and passed ISC in 1961. He then studied in the Department of History of Dhaka University and completed his Honors in 1964 and Masters in 1965, topping the first class in both. He taught for some time before joining government service. In the season 1967-68, he joined the Civil Service Academy, Lahore. After training, he was posted as SDO of Habiganj subdivision in 1970. He conducted the 1970 elections in his area smoothly. He supported the non-cooperation movement before the start of the war. In July (1971) he was asked to go to Calcutta to join the government and was posted as Deputy Secretary in the Cabinet Department. In August, he was transferred to the Ministry of Defense as Deputy Secretary. He served in this position till independence on 16 December.
After the establishment of independent Bangladesh on December 16, 1971, he returned to the country and joined the Ministry of Establishment in the Secretariat. He briefly taught at Jahangirnagar University before being nominated for a Commonwealth Scholarship. On scholarship, he attended Queen’s University in Canada and obtained his Masters and Ph.D. degrees in Economics.
After returning to the country in 1979, he was promoted to the post of Assistant Professor at Jahangirnagar University. He was again called upon to join the Cabinet Department of Administration. In 1984 he joined BPATC, Savar as Member Directing Staff (MDS). Then till 1987 he worked in Rural Development Board, Ministry of Water Resources and Bangladesh Government Work Commission Secretariat. He joined the Bangladesh Embassy in Washington as Minister (Economic). Returning to Dhaka, he joined the banking department of the Ministry of Finance as an additional secretary. During his tenure he worked on the restructuring of BCCL Bank and the acquisition of BASIC Bank. Working briefly in the Ministry of Environment and Forests, he was promoted as Secretary to the Government in 1993. He served as Chairman of the National Board of Revenue from 1993-1996. In 1996, he was appointed as Finance Secretary. In 2001, he joined the World Bank as an Alternate Executive Director as the representative of Bangladesh. He worked in the World Bank from 2002-2005.

After retiring from the World Bank, he established the Center for Governance Studies at BRAC University. Currently he is working there as a part-time professor. Immersed in various activities, Akbar Ali Khan is researching the historical and economic changes and progress of the country. Akbar Ali Khan’s book ‘History of Bangladesh’ published by Asiatic Society. In the book, he researched the historical and social rise and change of Bangladesh and discussed the development of Islam in the country. He wrote a book on economics, The Economics of Altruism, in which he explained the complexities of economics in lucid and lucid language. His book Some Aspects of Peasant Behavior in Bengal : A Neo-classical Analysis was published in 1982. His book Discovery of Bangladesh was published in 1996. “Poetry of Jeevanananda Das” was published by Prothma at the 2014 AD Book Fair. Its subject matter is a discussion of several poems by poet Jibanananda Dasa, including Banalata Sen. He has written a book on public administration in English called Gresham’s Law Syndrome and Beyond, An Analysis of the Bangladesh Bureaucracy. It was published by University Press Ltd in 2015.
